Requirements for obtaining a license in TEXAS if already an adult?

my daughter is 19 and she already took the test to get a permit and passed it,now some say she has to take a written test at dps and a road test with a trooper,while others say all she need is a road test. Do anybody know the answer,pls help, she want to get her license before she goes back to college this fall
