New texas driving law.....drivers ed certificate?

so there's a new law in texas that adults 18-24 wanting to get a license for the first time have to take an adult driving course.....after completing it and getting the certificate it says you dont have to take the written permit test at the dmv/dps....is this certificate a permit where i can actually practice driving with it without a license?
